Abstract
Based on the combat flow of system for destroying time-sensitive target, a method of operational effectiveness evaluation was proposed and some influential factors were analyzed. Considering competitive game-theory relations between operational effectiveness and combat cost, a synthetic method of cost-effectiveness analysis was proposed. In the example, operational resources of system for destroying time-sensitive target were optimized by genetic algorithms method. Operation results indicate that the cost-effectiveness analysis has active effect for design and construction of system for destroying time-sensitive target, and imply that UCAVs will act important roles in destroying time-sensitive targets.
