Abstract

This paper investigates how prior ties between partners contribute to the formation of trust between public and private sectors. Based on data from 244 public-private partnerships in the pharmaceutical industry in the People's Republic of China, our findings suggest that prior ties between partners affects inter-organizational trust formation, and the positive relationship between inter-organizational trust and cooperation effects is weaker under high environmental uncertainty.
