Design of disaster relief infrastructure network under disruption

Abstract

Infrastructure network is generally recognized as "disaster relief lifeline", constructing an effective infrastructure network under disruption is key to timely disaster response. Integer programming was employed to build a design and scheduling problem of disaster relief infrastructure network integrating network flow variables, network design variables and scheduling variables. Then heuristic scheduling rules and effective inequality were constructed to provide an efficient solution. The validity of the constructed model and solution method were tested in small-scale and large-scale network scenarios. The results can be used as an effective real-time decision support tools for disaster recovery activities so as to be helpful to implement a long-term disaster relief planning.
