N2 - Since program management provides a means to bridge the gap between project delivery and organizational strategy, the assessment of program management capability becomes more and more important. This paper is to construct an assessment index system of it based on Organizational Project Management Maturity Model. It begins by synthesizing the perceptions that surround program management; a preliminary assessment index system is then presented. After that, we carry out a survey in order to find out the disadvantages of the system, and to modify it, finally, come to the final assessment index system. At last, conclusions are presented.
