Abstract
Consensus is an important process in group decision making (GDM). A complete consensus in GDM is hard to realize and not always necessary in actual life. Power average (P-A) operator is widely used in obtaining collective information from individual information. Based on the concept of minimum cost consensus, a practical minimum cost consensus model under P-A operator is proposed in this paper. The model is a novel development of existing minimum cost consensus model. Then a function to measure support degree that used in P-A operator is defined. Finally, a example is used to illustrated the application and efficiency of this proposed model.
