Abstract

With the increasing demand for air transportation, ensuring 'always-on' connectivity for aircraft in regions outside the coverage of traditional terrestrial networks has become a critical challenge. Low Earth Orbit (LEO) satellite communication, with its wide coverage and low latency, has become a key component of aircraft communication. However, the high-speed movement of LEO satellites forces aircraft to frequently handover between beams, leading to communication link instability and inefficient resource utilization. Traditional single-attribute decision-making methods fail to effectively balance multiple factors, resulting in the ping-pong effect and resource wastage. To address these issues, this paper designs a beam handover algorithm based on the Criteria Importance Through Intercriteria Correlation (CRITIC) weighting method and the Tanimoto-based Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) decision approach, referred to as the CRITIC-Tanimoto-TOPSIS beam handover algorithm. By combining dynamic objective weighting with an improved similarity measurement, the proposed algorithm enables robust multi-attribute decision-making. Simulation results show that the proposed algorithm effectively mitigates the ping-pong effect, enhances communication stability, and improves resource efficiency.
