Abstract
To address the selection of carrier formation replenishment strategies with both qualitative and quantitative indicators under complex environments, a multi-attribute decision-making method based on hesitant fuzzy linguistic weighted power Bonferroni mean (HFLWPBM) operator is proposed. Firstly, based on the influencing factors, an evaluation index system incorporating both quantitative and qualitative factors is established. Next, for the three replenishment strategies - delivery boy, gas station, and circuit rider - path planning models aiming to minimize both voyage distance and replenishment time are constructed and solved using the NSGA-II algorithm. Then, the hesitant fuzzy language term set is used to characterize the evaluation information of experts and construct a group decision matrix. The indicator weights are determined using an integrated weighting method, and the HFLWPBM operator is used to aggregate information and rank the strategies. Simulation examples and comparative analyses show that the proposed method can cope with the ambiguity and uncertainty in the selection of replenishment strategies and provide a basis for the selection of replenishment strategies, which verifies its feasibility and effectiveness.
